Specifically, it tells me that I have connected to a new network and asks whether to treat this as a public network or a trusted LAN. It is using the MAC address of the router to detect the change.
The Windows Vista firewall also notices the change, but it allows me to "merge" the two networks (treat them as one network).
This does not answer your question. But I think it makes clear that firewall software may be using the router MAC address as an indicator as to whether you have moved the computer to a new network.
