Internet talks to create copyright police U.S., Canada lead charge against illegal downloaders
Under the worldwide rules of the Anti-Counterfeiting Trade Agreement (ACTA), Internet service providers such as Bell and Rogers in Canada would be required to become copyright police and filter out pirated material from their networks, hand over the identities of customers believed to be infringing copyrights and restrict the use of identity-blocking software.
ACTA would employ a three-strikes policy. People believed to be regularly downloading copy-protected material, such as movie and music files, could have their Internet connection severed for up to 12 months and be forced to pay a fine.
Its incredibly disproportionate. Three unproven allegations of infringement will cut off Internet service for a year for an entire family, said Michael Geist, who holds the Canada Research Chair in Internet and E-commerce Law at the University of Ottawa.
Its not based on the individual user, its based on the connection, added Geist, who said he has received details of the proposals from people closely associated with drafting the agreement.

| If you donwload a movie from bittorent, it isn't copy-protected.
So the "crime" would happen when someone bought the DVD and removed the DRM when creating a copy without copy protection.
But when you tape a TV program, are you breaking any "copy protection" scheme when you record it and give your friends a copy ?
Laws need to be pedantic if they are to work. They should use "copyrighted" instead of "copy protected". |

Does this group seriously think bell would axe 300,000 subs from their revenue stream? Not very likely. Isp's should never be cops, all they should do is move the 1,0's period and not give a rats ass what those 1,0's are. |

Bell would simply say that the offending IP address was one assigned by an independent ISP and would begin terminating independent ISP customers until all the independents were bankrupt. |

If they provide means such as a VPS (ie acanac), mlppp (velcom, TSI) to by-pass restricting throttles, this will likely fall under this.
iiNet in AU is already been charged with this.
2010 will be interesting in terms of rights in Canada, especially those who want to just use "identity-blocking software" (again VPS could fall under this, VPN, proxy etc etc). |

This was already seen when that american uni got a court order demanding the names and addresses and phone numbers for IP's that were Bell and Rogers. So yes, they will be "paid" cops. Not free cops.
Also, they are taking fines. A portion of this would likely go to the ISP for maintaining this program. So again they will get paid.
Once allowed to reconnect after a year people will be pissed and not use Bell or Rogers or videotron. Bt they will go to one of their resellers/wholesale group.
So there is no loss. Just a lot of upset people. |

| This is an expected reaction to big business loosing control. They fear the empowerment of the internet by the masses.
They'll never be able to provide the better mouse trap and therefore need to ensure they are the only ones able to conduct business. We're supposed to be zombie like consumers content working for minimum wage flipping burgers or greeting customers at a Walmart.
I hope you kids are able to stand up to this nonsense. |

When the Iran Elections went bad and the government of Iran starting blocking all outside contacts from its ciotzens to keep the bad info from getting out, it was the US government asking twitter and the people in the US running proxies for the Iranians to continue and to help out as best they could.
Now they and our government are imposing those same restrictions on us. Our rights are no more safer then those in Iran just our government does it behind closed doors and more politely then say the Iranian government but the end result will be the same control and money |

They Steal them use them and your on the hook for what ever they download for spoofing your IP and Mac.
It will actually look like its coming from you. There is no provisions to fight against said actions. If your detected your at fault. |
